Shalice Tilton is a Senior Consultant for National Demographics Corporation and is a retired City Clerk, having served nearly 25 years in the profession. Ms. Tilton holds Master of Public Administration and Bachelor of Science in Business Administration degrees as well as designation as a Master Municipal Clerk. She served for nine years on the Executive Board for the City Clerks Association of California, having served as its President from 2006‐2007, and on the State League of California Cities Board of Directors from 2008‐2010. In 2017, Ms. Tilton joined National Demographics Corporation where she has assisted over 35 cities, school districts, and water districts in transitioning from at‐ large to by‐district election systems. With background as a legislative and elections official, Ms. Tilton brings unique, specialized expertise to jurisdictions facing the mounting legal and public outreach challenges of the districting processing.
