Justin Levitt, Ph.D., is a political science professor at California State University, Long Beach and the vice president of National Demographics Corporation. Levitt studies California politics and local government, particularly with respect to elections and voting.  He has done extensive analysis on the impact of the Census 2020 and the California Voting Rights Act for representation and redistricting, including a presentation at the 2018 American Political Science Association Annual Meeting.

In addition to teaching, Prof. Levitt also has extensive working experience helping local governments in California transitioning from at-large to district elections under the California Voting Rights Act. Both in a personal capacity and through National Demographics Corporation, he has worked as a demographer for numerous redistricting processes, including the cities of San Diego and Anaheim.  He earned his Ph.D. at UCSD and attended Claremont McKenna College, where he worked at the Rose Institute of State and Local Government.
